Pennsylvania taxpayers have footed $4.2 million in legal bills and counting as state lawmakers fight over the commonwealth’s participation in a multistate effort to rein in greenhouse gases and combat climate change.

There are two ongoing lawsuits that seek to invalidate the state’s entry into the Regional Greenhouse Gas Initiative, or RGGI: one filed by energy companies and labor unions, the other by legislative Republicans.

Commonwealth Court struck down the state’s participation in the program in decisions now being appealed to the state Supreme Court, leaving the legal tab running. Democratic Gov. Josh Shapiro pitched a cap-and-trade alternative, but related bills have gone nowhere.

NOTABLE / QUOTABLE

“I really strongly feel a connection to small towns and keeping them alive, and in Central Pennsylvania, that isn’t the easiest task all the time.”

DAILY RUNDOWN
Today's top news story in Pennsylvania.
DATE QUESTION: A dispute over Pennsylvania's mail-ballot dating rule is still before the courts months out from Election Day. Votebeat's Carter Walker recaps arguments heard by Commonwealth Court judges this week as advocates press a challenge of the rule after two legal setbacks, saying thousands of November votes are at stake.

Today's second top news story in Pennsylvania.
HOT SEAT: Kamala Harris will reveal her running mate by Tuesday at the latest. Gov. Shapiro is still a possibility and under increased scrutiny over his handling of a sexual harassment allegation against an aide and his comments comparing pro-Palestine protesters to the Ku Klux Klan. On Israel, some think he's being held to a different standard.

Today's third top news story in Pennsylvania.'NOT TRACKED': Philadelphia's highly publicized search for 47 homicide suspects is more than a year old and city officials say they aren't sure how many have been caught. The Trace pulled court documents and found out the answer is 17, or 36%. "We have not tracked that particular number," a lieutenant told the outlet.

Today's fourth top news story in Pennsylvania.HUB MONEY: Almost $1 billion in federal funding has been cleared for a hydrogen hub touching western Pennsylvania, West Virginia, and Ohio. The Appalachian hub is one of two eyed for Pennsylvania as the Biden administration looks to boost clean energy production through a process some advocates say isn't as clean as advertised.

Today's fifth top news story in Pennsylvania.AD STRATEGY: Ads hitting swing states like Pennsylvania seem designed to turn Democratic votes out for independent Robert F. Kennedy Jr., weaponizing any potential third-party "spoiler effect." NBC News reports that a group with GOP ties and mystery donors is responsible for the ad campaign, which is part of a larger push worth at least $137,000.
