ELECTION DECISIONS
Three legal disputes over mail ballots in Pennsylvania are in line for possible rulings from statewide appellate courts ahead of November’s election.

That could mean late-in-the-game changes to the rules that govern vote counting in a crucial swing state.

All three cases could have broad implications for how Pennsylvania and its counties treat the thousands of ballots that are rejected each election for technical errors made by voters.

Today's top news story in Pennsylvania.
5 TAKEAWAYS: Local governments of all sizes require committed leaders and staff to keep their communities running smoothly, but problems can arise when they don’t have the right people to do the job. Spotlight PA recently spoke with experts about these challenges and what they mean for an average Pennsylvanian.

Today's second top news story in Pennsylvania.
AG SPECULATION: Politico reports prominent Democrats want change at the Department of Justice if Kamala Harris wins the presidency. Among the names in the mix to replace criticized U.S. Attorney General Merrick Garland? One-time veepstakes contender and state attorney general-turned-governor Josh Shapiro. It's unclear that he would accept. If he did, here's what would happen.

Today's third top news story in Pennsylvania.'SPREAD PRICING': Pennsylvania's auditor general claims a state agency allowed $7 million in “spread pricing” to pharmacy benefit managers in the Medicaid program — something the Department of Human Services banned four years ago, the AP reports. State officials disagreed with Auditor Tim DeFoor's conclusions, while one Democratic lawmaker said he was shocked DeFoor "could be so easily snookered."

Today's fourth top news story in Pennsylvania.BALLOT COUNTING: A Republican state representative wants the Pennsylvania Department of State to once again publicly post real-time information about how many precincts have counted ballots and how many precincts haven't. The agency told the Center Square that mail ballots would be excluded from these precinct counts, so the public would get an incorrect impression of how many votes are left to consider.

Today's fifth top news story in Pennsylvania.FBI VISIT: Sources tell PennLive the FBI visited the office of Visit Hershey & Harrisburg this week, though it's unclear why. The visit followed reporting by the news outlet that found a former Dauphin County commissioner directed millions of dollars in grant funds to the tourism bureau without disclosing his wife was a paid contractor.
